This was discussed recently, in the "power to the Ground" section:
http://www.z400central.com/invision/index....showtopic=70030Also, your statement, "most states only require D.O.T. tires to be licensed" is false (the statement in the thread title). At least as far as "Street-legal licensed" goes. Most states won't allow a quad to be street-legal licensed no matter what tires you're running. Check up on your state (and all states) DMV rules first, before posting something like that...
EDIT - from what I just checked out about Missouri, there's not a chance in hell that you can run your ATV in public roads unless you're qualified for a "special permit" under one of these legalities:
304.013. 1. No person shall operate an all-terrain vehicle, as defined in section 301.010, RSMo, upon the highways of this state, except as follows:
(1) All-terrain vehicles owned and operated by a governmental entity for official use;
(2) All-terrain vehicles operated for agricultural purposes or industrial on-premises purposes between the official sunrise and sunset on the day of operation;
(3) All-terrain vehicles operated by handicapped persons for short distances occasionally only on the state's secondary roads when operated between the hours of sunrise and sunset;
(4) Governing bodies of cities may issue special permits to licensed drivers for special uses of all-terrain vehicles on highways within the city limits. Fees of fifteen dollars may be collected and retained by cities for such permits;
(5) Governing bodies of counties may issue special permits to licensed drivers for special uses of all-terrain vehicles on county roads within the county. Fees of fifteen dollars may be collected and retained by the counties for such permits.They didn't say squat about tires in that stuff, either...

I like the amount of info you found for me for missouri. Right know they have not made it illegal to get an ATV licenced as a car basicly. I have went to my dmv and they got the paper work out for me to fill out to get it licenced. Once it has a licence plate they are concidered a car basicly and can go on any road a car can go on.
You are correct it is not just street legal because of the tires alone but you do need D.O.T. tires to pass inspection to get licence plates. They also said that they have to send in paperwork that changes the title to be an onroad vehicle by being modified from how it was produced. I am tring to get this done before they make it completly against the law to licence them.
Thank you for the info again it just lets me know how much I need to hurry up.

heres the deal in NY..... ATV's are not allowed on the roads ....period! Because They are classified as an ATV. in order to make them street legal you would have to change the classification... so go out and buy a junk motorcycle and get the motorcycle title. then clean the vin off your ATV and restamp the motorcycle vin back on. So basicly, now you are building a custom bike . you have a couple more things to do..... next NY requires you to have a rearview mirror, turn singles, Dot tires stampmed "For Hghway Use" and breaks that will stop you @20 MPH in 20 feet also a lighted licence plate that can be seen from 50 feet. there was a couple other regulations also but minor. you can get what is required from your local DMV

Have you actually done this? I think in NY, for it to be classified as a motorcycle, it has to have less than four wheels. Even if you got the title changed, I don't think it would be allowed since it atv's have four wheels. This should however work if you convert it to three wheels like someone in CA did a while back.

It sounds like we have it made in Indiana. We just have to send a bill of sale and some other info along with $30 to the DNR and we are certified to ride on any road that is not a highway. No certain tires, mirrors, or anything of that matter. Although some counties have changed laws to where you can not ride on the road.

I don't get PA's rules. PA DOT states, "ATVs can not be reconstructed for highway use".
But they do not register or tag ATV's. PA DCNR handles that and their site states...
"ATVs may be operated only on streets and highways designated and posted as an ATV road by the government agency having jurisdiction over that road.
Riding Rules
Ride at a rate of speed that is reasonable under existing conditions or of the limits posted for vehicular traffic
Do not disturb, drive, or pursue wildlife with your vehicle
Do not carry loaded firearms on your ATV
Equipment
All ATVs operating in Pennsylvania must be equipped with:
* A brake system capable of producing deceleration of 14 feet per second at a speed of 20 miles per hour;
* A muffler in good working order. The sound intensity produced by an ATV may not exceed 99dbA (decibels), when measured at 20 inches;
* An operating headlight and tail light if operating at dark or when visibility is less than 500 feet. The headlight must produce a white light sufficient to reveal persons and vehicles at a distance of 100 feet. The tail light must produce a red light plainly visible during darkness from a distance of 500 feet."
And we must carry liability insurance at all times regardless if we are riding on our own property or not.
If they are not street legal and both sites say they aren't, then why is the DCNR stating that we have to carry insurance, have all these requirements for safety that would pertain to visibility on the road and state that we have to obey the speed limit?
I do not understand it.
And who would I contact to find out more on this? DOT, MVA, Local Police or DCNR?

in indiana the dnr sticker allows you to ride on the side of the county road thats it and not allowed in the city and some countys wont even let you ride the side of the road to me the dnr sticker is a waste of money but to each there own i guess lol

well i live in missouri but its a small town and all we have to get is a triangle and flag. We are not allowed to ride on Main highways that consist of number but like if it was highway BB something like that then we can. But like i said its a small town and our ATV's around here are considered farm equiptment. But i do know in other towns around us we are not allowed to ride at all. I guess i just got lucky we only have like 1500 people in our town. We also have to buy a city permit though to ride in town

I don't have a DCNR sticker. There are two types of tags here in PA. Non-sticker is for private property or your own property and stickers are for state owned land, forest, parks, and trails.

The insurance is for damage that you could do to a person's property. Also, there are other people on the trails, so they want you to be able to be seen.

Get the vin plate from that 600 and register it. A garage would also have to pass an inspection, I don't know if they would want that on there head. You would get that far untill a cop pulls you over and questions that garage.

i sure do wish that i could make a street legal quad here in ohio. i already have all the mods picked out that i would do. me and some other guys have been trying to find a loop hole in the system to get it so we can do it, but no luck so far. from what i have been told, if the dealer would title them differently, instead of offroad vehicles, it would be easier. but to me, ATV(all terrain vehicle), means ALL terrains. i dont see why it cant be legal if it has turn signals, mirrors, road tires, head light, tail light, good brakes, and suspension set up for road riding. people should have to take a test on it like a motorcycle test and be licensed. i would love to ride my street quad to work. instead of one of those ugly ass Can-Am spider things. i dont like those things.
